Overview

This guide offers a detailed breakdown of the HUD CoC APR and ESG CAPER reports, helping you understand the data used and troubleshoot each component. Our goal is to enable you to interpret and utilize the information effectively.


How to Use this Guide

Our team developed this document to support ClientTrack end-users by highlighting key areas to focus on while analyzing or troubleshooting the report. This guide incorporates direct references from HUD documents. To streamline the process, we have isolated each section and provided the necessary information to understand its functionality. 

CoC APR

ESG CAPER

First, we identify whether a section pertains to the CoC APR, the ESG CAPER, or both, as indicated above.

For SO and ES (NbN) only

Sections are labeled for easy identification when they pertain to specific Program Types (see above), while those without a label apply to all Program Types.

Following this, you'll see a table outlining the Key Elements relevant to the section being reviewed. This is crucial because if you encounter issues like missing data or clients not showing up in the report, these elements are the first things to examine. 

Below that, another table presents tools and tips to assist in your troubleshooting efforts. 

  1.  Specs Overview provides a link to view the report's programming specifications for the section.
  2.  Validation File serves as a reference to identify the correct CSV file where the relevant data for your export can be found.
  3.  Common Issue highlights the most frequent errors applicable to the section in review.
  4.  Fix Location indicates the specific form or assessment where the data issue can be corrected.
 
 

Files

The HUD CoC APR includes 72 distinct tables (72 CSV files), while the ESG CAPER consists of 42 distinct tables (42 CSV files). As outlined in the APR/CAPER Exports Guide, it is not recommended to open the Export Files, as altering the content may lead to rejection by SAGE, which will not accept modified files. 

For troubleshooting the data, we recommend using the APR/CAPER Review Tool or you can utilize the Validation File—a separate CSV that contains 19 files with the majority of the data used to generate the report.

Note: It's important to note that not every question (Q) or file will generate data for every project type—some may have zero applicable client records. Nonetheless, all output files are required, even if no clients are reported.
 
 

APR/CAPER Basic Troubleshooting

General Tips

  • Any client with an Active Enrollment during the report time frame selected for the specified Org/Program combination should be included in the APR/CAPER. However, there are certain scenarios where this will not occur:
    • For clients with multiple enrollments within the time frame, only their most recent project stay will count in the APR.
    • Expired funding sources may result in inaccurate reporting.
    • Shared projects between organizations may provide inconsistent numbers if the user running the report doesn't have access and/or doesn't select both organizations.

  • Verify that all data is properly associated with the project enrollment. When making corrections, use the relevant Enrollment action function (Edit Enrollment, Edit Project Entry Workflow, Edit Exit Workflow, Review Entry Assessments or Missed Annual Assessment) rather than creating and attaching new assessments. Reports will not pull assessments added separately.
     
  • Align the Master Assessment dates with the Enrollment dates, and ensure that each child assessment (Financial, Insurance, Income, etc.) corresponds to the appropriate data collection stage.

Q4a: Project Identifiers in HMIS

Q4a provides descriptor information on the project that is associated with the APR being submitted, as well as data on projects with which it is affiliated, if any. The information must be generated by the HMIS, therefore any errors or discrepancies must be addressed in the respective form. 

In the table below, you can see the specific elements involved in the process (using a table + data element structure) and where to find it in ClientTrack.

Q: The report doesn't complete successfully and displays an error during a specific step.
A: Try starting a new report. Sometimes, timeout errors occur due to high server load while the report is processing.

Q: Participants are listed as "Data not collected" in Q22e.
A: If a child's Project Start Date is after the Head of Household's, they may appear in the Data not collected row (HMIS Programming Specifications).

Q: You don't understand, my client should not appear in Q22e's "Data not collected" row. The form doesn't show the “Approximate Date” question.
A: The specs state to report individuals on line 14 (Data Not Collected) if they lack an [Approximate date this episode started] or if that date is after housing entry, including those without expected start dates due to project type or [prior living situation]. (HMIS Programming Specifications)

Q: My client is not counted as ‘Chronically Homeless.’
A: Check if client’s 3.917 Prior Living Situation is missing.

Q: My client is not counted in the ‘Youth’ subpopulation.
A: Check if client’s 3.03 Date of Birth is missing.

A:  Check if client’s 3.07 Veteran Status is missing.
