Overview
Setting up programs in the Refugee baseline solution requires careful designation of the correct Program Type to ensure full functionality. Programs must be categorized as one of two available Refugee program types. Without proper designation, programs will not appear in dropdown lists for enrollments and assessments, and certain ClientTrack reports for ORR purposes may not recognize the related data.
Step-by-Step Guide

Access Program Setup
Navigate to: Home > Global Administration > Setup Data Management > Programs
This pathway opens the Program Setup search form, displaying all system programs.

Configure a New Program
Select Add New button from the Program Setup search form.

Complete the required fields in the Program Setup form:
- Program Name
- Program Start Date: Ensure the start date is on or before the first enrollment date.
- Clients Can Enroll: Choose ‘Yes’ to allow client enrollment via the Enrollments screen.
If you wish to apply a configured Eligibility Rule, click Define Eligibility and select the desired rule to apply.

Grant Access to Organizations
At the bottom of the screen, select the organizations permitted to create enrollments in this program under Accessing Organizations.

Choose All Organizations if you want all organizations to have enrollment capabilities.

Select Program Type
In the Report Mappings section, choose the appropriate Program Type from the dropdown: Refugee* and Refugee Cash Assistance (RCA)

* For ClientTrack purposes, all ORR-funded programs that are NOT Refugee Cash Assistance (RCA) should be designated as Refugee program types.
Once all necessary program information is entered, click Finish to add the program. You will be redirected to the Programs screen, where the new program will be listed.
